This is the Health and Safety Policy Statement of (insert company here).
Our hazards and associated risks are numerous that is why we at (insert company here). are committed to continually improve our occupational health and safety systems. (insert company here). is committed to comply with all applicable occupational health and safety legislation and all other requirements to which we subscribe. The whole programme of health and safety at work will be monitored to ensure successful implementation.
Our statement of general policy is:
· To provide adequate control of the health and safety risks arising from our work activities;
· To consult with our employees on matters affecting their health and safety;
· To provide and maintain safe plan and equipment;
· To ensure safe handling and use of substances;
· To provide information, instruction and supervision for employees;
· To ensure all employees are competent to their tasks, and to give them adequate training;
· To prevent accidents and cases of work-related ill health;
· To maintain safe and healthy working conditions; and
· To revise this policy as necessary.
This policy will be reviewed every two years to ensure that it remains relevant and appropriate to our organisation. We accept that all accidents are preventable. In our view “success is no accident”.

Introductions
(insert company here) operates a Safety Management System. This system is supported by the company Health and Safety Policy which includes the general policy statement, and sections on the organisation and responsibilities for safety and arrangements. These documents provide the details of the processes, procedures and responsibilities that individuals with the company are expected to comply with.
(insert company here) operates and Environmental Management System. This document provides the details of the processes, procedures and responsibilities that individuals with the company are expected to comply with.
This handbook has been compiled to inform subcontractors of what is expected of them, the standards we set and we will monitor their performance.
As will all handbooks it is provided for guidance. Site conditions, the behaviours of individuals, the requirements of our client, changes in legislation and changes in circumstances are some of the reasons why this handbook cannot be considered as definitive and exhaustive.

Contractor Selection
(insert company here) as a Company requires all our Sub Contractors to be approved through our pre-qualification process prior to commencement of working with or on our behalf. The pre-qualification questionnaire covers a number of areas.
On the pre-qualification form are the questions/ requests regarding Health and Safety and Environment. You must provide adequate documentary evidence to answer. Details that need to be provided include:
· A copy of your Health and safety Policy.
· Procedures for the preparation of Risk Assessments, Method Statements and supervision of your staff and subcontractors on site.
· Evidence of any measures currently in place in relation to training matrix/ programs and identify employees with CSCS accreditation or similar passport courses and First Aid Qualifications.
· Name, position and contact details of the person responsible for health and safety within your organisations.
· Details of prosecutions by health and safety enforcing authorities over the last three years, and any improvement or prohibition notices.
· Details of Environmental Management Systems i.e. procedures on
· Waste minimisation
· Waste disposal
· Environmental sustainability for your work
Order Placement
When we issue our order to you we will provide documents detailing health and safety requirements for your work package. Health and Safety information from you will be accepted prior to work commencing and as your work package progresses you will need to submit it on an ongoing basis.
Health and Safety Requirements
Health and Safety is a major focal point for (insert company here) on all projects. To ensure that Health and Safety standards are maintained throughout the contract, all Contractors starting on site will be required to submit the necessary Health and Safety information. The information required from all Contractors is listed below:
- Risk Assessments
- Method Statements
- Training Records for Site Personnel
- Evidence of CSCS cards and Passport training where required
- Plant and Test Certificates
Risk Assessments and Method Statements must be site specific and not generic in nature to ensure that documentation is not returned for re-submission. All documentation must be sent to (insert company here) at least seven days prior to commencement of work on site. Health and Safety Information
If the project is conducted under the CDM regulations then information will be requested to be supplied for inclusion in the Health and Safety Information File. The minimum information required for CDM is:
- Operating & Maintenance Manuals
- As Installed/ As built Drawings
- Manufacturers Technical Information
- Test Certification
- Manufacturers Guarantees
- Cleaning and Maintenance Details
- Any other relevant Health and Safety File Information
Attending Site
All activities at site level will be conducted in accordance with the Health and Safety Method Statement for the project supplied by (insert company here) and/ or the Contractors safety arrangements.
Inductions
All personnel must attend the site induction if it is stated by the client. Most site inductions provide information and instruction on the following subjects:
- Description of work
- Site Layout including parking, access routes, vehicles and pedestrians
- Security procedures
- Major onsite hazards and risks including Health and Safety Controls
- Health and Safety Responsibilities including Safety Rules and Standards onsite
- Fire precautions and Emergency Arrangements
- Welfare arrangements
- Accident reporting and First Aid
- Communication arrangements
- Hazardous Substances and Asbestos onsite (if any)
- Environmental Arrangements
- Waste and Housekeeping Arrangements
Accident/ Incident/ Near Miss Reporting
All contractors are required to report all accidents, incidents, near misses and dangerous occurrences as they occur and follow all procedures required under relevant legislation and their company procedures. Copies of these reports should be given to (insert company here). Contractors are to assist (insert company here) with any investigation following an accident, incident or near miss.
Compliance with Site Rules
Site rules are primarily to be developed by the Contractor in conjunction with the Project Manager and Client. This is a joint responsibility. Particular areas for rules to be developed include relationship with neighbours who may be sensitive to the works being carried out (noise, dust, debris etc). These rules will be available at the site and will be given during the induction.
Housekeeping
The contractor will keep the area of their work clean and not allow debris associated to their task to build up to unacceptable levels. You must ensure that the site of work is left in a safe and acceptable condition at all times when not in attendance. All materials and substances are to be stored in accordance with your safe working procedures at all times. Equipment and materials must not be left in front of fire exits or fire equipment.
Risk Assessments/ Method Statements
The contractor must produce suitable and sufficient Risk Assessments and Method Statements. These must be site specific and should be submitted seven days prior to work commencing. If contractors subcontract elements of their work package they are required to manage and supervise those sub-contracted elements including the production of Risk Assessments and Method Statements. As guidance all Risk Assessments need to include:
- Significant onsite hazards
- Individuals who could be affected
- An estimation of risk
- Controls in place
- Further controls required
- Communication of the risks and control measures
A Method Statement detailing safe systems of work will be required to be drawn up from the above Risk Assessment. Copies of training certificates for individuals and test certificates for equipment detailed in the Risk Assessment and Method Statements should be supplied with the Risk Assessment. Contractors are expected to supervise there employees and subcontractors to ensure that they are working to the Risk Assessments and Method Statements provide for the work activity. Evidence that the information contained in the Risk Assessment and Method Statements has been briefed to the operatives carrying out the work will be required.
The project manager will review the Risk Assessments and Method Statements and notify the contractor if they are acceptable for use on the project.
Training Records/ Qualifications/ Experience and Competence
All personnel required to carry out site specific tasks will be required to provide evidence of adequate and correct qualifications to carry out the task. CITB, PASMA, IPAF, CSCS cards and DWP Passport Training are samples of construction based qualifications that may be required. Levels of experience are required; if workers are inexperienced adequate supervision will be required.
Personal Protective Equipment (PPE)
All contractors are to provide all items of PPE required to carry out their specific tasks. A minimum of hard hat, high viz and safety footwear are required across all (insert company here) projects.
Welfare and Health
Facilities need to be agreed between the contractor, client and (insert company here). These will need to be maintained in a safe and clean condition. Any contractor abusing any welfare facility may incur any subsequent charge for any corrective action and may be dismissed from site.
Where substances are used that could lead to a skin problem (for example dermatitis) protection needs to be used. Skin can be protected by clothing and barrier creams. Ensure that your hands are washed regularly.
Control of Substances Hazardous to Health (COSHH)
Assessments are required where substances hazardous to health are used. This is the responsibility of the contractor. It is not acceptable to provide the Manufacturers Material Safety Data Sheet, a COSHH assessment needs to be produced detailing specific controls for the substance and the limitations plus site specific conditions of use.
Asbestos
If at any time during the course of the project any contractor suspects that suspicious materials i.e. asbestos containing materials have been uncovered, they must cease work immediately, vacate the area, prevent others entering the area and contact the client and (insert company here). Note is the responsibility of the client to hold an asbestos register and to inform an operative/ contractor where work is likely to disturb the asbestos containing material.
Manual Handling
Manual Handling assessments are required where physical lifting and handling activities are part of the work. These assessments need to be sent along with the Risk Assessments seven days prior to work commencing.
Plant and Equipment
All work equipment must be suitable for the task and fit for purpose. Test certificates for lifting equipment and machinery need to be stored and available with the equipment. Operators are required to produce evidence of training (certificates, cards) on site. Personnel without evidence of training will not be permitted to use the items of plant or equipment. Access equipment may be used/ erected by trained and competent operators. Evidence of training will be required on site. Equipment must be inspected for safe operation before use.
Permits to Work
A Permit to Work system is required for:
- Electrical work
- Working at Height on roofs
- Hot Work
- Confined Spaces
Check with the client to ascertain who the responsible issuing authority is. The appointed person will request contractors Risk Assessments and Method Statements against the works to be carried out under the permit. On completion of the works the subcontractor must ensure an inspection the permit area is conducted by the person who issued the permit.
Workers with Language Difficulties
Individuals with language difficulties need to be assessed to identify hazards associated with respect to communication of risk. Adequate control measures need to be introduced to ensure that communication of risk is made clear and understood by these individuals. It is the responsibility of the contractor to communicate the information contained within this handbook, the subcontractors’ Risk Assessments and associated Method Statements to ensure their employees comply with the safe systems of work.
Working at Height
A work at height risk assessment needs to be conducted prior to working at height. Note “a place is ‘at height’ if a person could be injured falling from it, even if it is at or below ground level.” The Risk Assessment needs to take into account the “Hierarchy of Control”:
1. Can the work at height be avoided?
2. Can work equipment/ access equipment or other measures to prevent falls be provided?
3. Where work equipment/ access equipment cannot be provided can work equipment or other measures to minimise the distance and consequence of a fall should one occur?
Subcontractors are required to provide evidence that a suitable and sufficient work at height Risk Assessment has been conducted and have justified the use of ladders or steps.
All access equipment requires an inspection. All access equipment need to be checked for safety prior to use.
Working with Electricity
Working on electrical installations must only be done by a competent person who has had the appropriate training and can demonstrate their ability to work to the standards prescribed by the IEE Wiring regulations. No live work to be conducted unless a permit to work has been completed.
Post Work and Performance Measurement.
The safety performance of the contractor will be monitored prior to (i.e. submission of safety information) and during the progress of work (i.e. was the work conducted to the safety information provided). If the contractor receives any non conformances to safety a review of future work will considered. Any investigation that finds the subcontractor to be negligent in there Health and Safety Responsibilities and could pose a serious risk will be informed to cease work with (insert company here) until safety standards have been demonstrated to have improved.
